I may be wrong, but after reading news for 40 years,
IMHO:
Most Whites pirate intellectual stuff. harder to convict, harder to prosecute, harder to investigate. A bust involves lots of tax money and high-end prosecutors.
Spanish pirate socially, developing tight social networks that happen to be ideal for drugs, but are fairly non-exclusive, including theft, robbery, etc. A bust involves large groups of people.
Blacks pirate anything not nailed down. And are usually guilty if you look hard enough. So you just pick up the arrogant ones and convict them of the easiest provable crimes.
This is the reason for the ratios. It's all about the culture, and genetic leanings.
