Ask the person at the office who approved his federal employee application or talk to their manager. I'm pretty sure he can handle filling out a form with relevant documents. Anyway, they must have a personal records file like the military DD214. They're bureaucrats, they know paperwork. I just wish thousands of people were helping me fill out applications.
