Impoverished communities need better guidance

Crime is due to poor parental habits when a child grows up without the benefit of ethical behavior taught by middle and upper class parents.  With the increasing negligence of parents towards their children in poor communities, there must be associations willing to take this role and provide proper guidance on moral conduct, social and financial responsibility, reason and common sense.  The poor must forgo bad habits and adopt good habits to become responsible adults.  Only then will the poor rise up to our level and provide a better standard of living comparable to our own.

Sounds expensive, why don't we split the working class from the under class and wall them in? If the underclass want to leave they have to get a job.
