A fine idea but the problem is that culture is a human creation. The negro's average IQ is about 80 for those in North America who have absorbed many White genes over the past few centuries and more like 55 in Haiti and Africa.
There is of course the bell curve distribution and there have always been a tiny number of exceptional ones in the tiny wedge at the right-hand edge of the bell curve, usually very light-skinned.
But in the aggregate niggers have always been known for TNB. In Africa they never had a written language or the wheel. They were hunter-gatherers until the Arabs taught them agriculture a thousand years ago or so. They were savage IQ-55 cannibals before Europeans colonized Africa and spent a century or so holding them at gunpoint and forcing them to behave like Europeans. The cannibalism began again before the Europeans were even finished leaving the continent. This despite having their original culture all but obliterated at gunpoint.
