You should care,

Canada is the Northern neighbour of America, therefore its close to it and it shows immediately what its influences are on a strong country (Unlike Mexico which is a relatively weak country, politically). If America can influence, even dictate as this Bill is showing the policy of a strong nation, others should take warning because it doesn't bode well for nations who wish to take an alternative route than America in the future.

how about this policy.

We can do anything we want on the internet for free. As long as we do not try to make a profit. Copyright and patent laws have only to do with preventing other people from stealing your work and trying to profit from it. This includes ad revenue and shit like that.
