Prove that Negroes are not, as a group, the least cost-effective "citizens" any nation could possibly be burdened with.

All those Africans in 3rd world countries require no social security, little law enforcement costs (just a couple of gunmen going from village to village terrorising them after each harvest) and their poverty convinces other countries to give generously in charitable donations that can be leached off by the state.
