The exact ideas and agendas will be debated in weekly meetings, and multiple chapters per state can ensure different goals and directives get executed, even competing goals from different ideologies.
A sort of political lobby/cult that uses technology prowess and memetics to further its own ends, and considering the lack of leadership, this means multiple ends can be achieved with differing and competing groups and subgroups. Just as Christians, Scientologists and Jews can influence culture and government through a series of front groups using free money for their own malicious ends, so can we.
