They would create a puppet president which takes into consideration those who want a president which will include most voters (unless the lack of a president turned the US into a super happy utopia) and allow them to retain their federal powers. Then there is the fact that Red states would support a republican president and blue states would support a democrat president because the president will allow them what they want to begin with with the added bonus of push their policies on other states.
