How can anyone not fit the first part of this description is beyond me. Evolutionary biology simply says so, no matter how libfags try to twist it to make it not apply to humans (they share that with creationists denying human evolution).
As for
that a particular race is superior to others.
This is only true for certain evolutionary traits.
Of course one race is not de facto superior with ... everything.
So the wording is a bit poor.
