I propose that all governmental power goes to the cities because I think that it'd still possible to defend national interests (including bombing and raiding other countries) this way.
It should be possible for everyone to create an utopia in his town even that means some towns turn into commie shitholes or that fundies go crazy over human sacrifices like aztecs.
