France is superior, without a doubt. One of the three greatest countries in non-ancient history along with Germany and Britain (the greatest). The USA and Russia are still newborns, but if we are talking just about the last 100 years, Nobel laureates give a good measure of intellectual achievement:
As you can see the US is top, and Russia fairs poorly. The UK has the greatest prizes per capita, achieving over 60% the number of prizes as the US, with just 25% of the population (only included Whites and Jews of course).
