I don't think the average person is really racist. But I've noticed a tendency for large groups of people in this modern age to either feel victimized or, somewhat inversely, want to disregard large segments of the population that isn't their race.
Examples:
Black people and New Orleans (victimized)
White people who hope New Orleans sinks into the ground(disregarded)
White people on illegals (victimized)
White people on the Jena 6 (disregarded)
Asians on everyone (disregarded)
etc...
