It was produced nationally, it meant to get at a fear. The fear of race war. Race wars are real. They've happened and they're current. 1992 LA Riots are an example of this.
If you look at Anti-Drug literature, you'll see the main selling point they have to argue is that Mexicans love Marijuana and Blacks can't control themselves from wanting crack.
These perceptions continue to this day, true by socioeconomic situations but exploited for the political gain of whites under foreign fear.
