Well, the rich tend to gather in their own social settings, too. Also, in the past (pre-1960s), poorer sections of cities weren't so thoroughly crime-ridden (except for the mob era and the late 1800s). Ghettos contribute to lawlessness and barbarity ... and they apparently produce those as final results when morality is missing from within, and freedom is missing from without.
If we'd return morality to the poor, and stop oppressing them with too many laws, then ghetto apes would be less prevalent. I could be wrong, but both fix actions are better for people in the first place, so they should still be
tried anyway.
