"A new Gallup Poll finds Congress' approval rating the lowest it has been since Gallup first tracked public opinion of Congress with this measure in 1974. Just 18% of Americans approve of the job Congress is doing, while 76% disapprove, according to the August 13-16, 2007, Gallup Poll."

So much for the democratically controlled congress.

Those ratings are bullshit.  Given the chance, the electorate in each district tends to re-elect their representative anyway.  It's been noted that per each American's common sentiment, the Congress sucks, but their rep is A-OK.  Since Americans are the best educated morons on Earth, they don't understand that dichotomy, and continue as an aggregate to fill the Congress with incumbents while condemning the whole.

The Congressmen think we're idiots.  They're right.  We are.  We keep putting the same crooks back into office because we're too stupid to understand that WE ARE AT FAULT in doing so.

Democracy DOES control the Congress.  The difference is, that you have to understand that democracy can be very stupid.

Since the districts are gerrymandered for this purpose, of course.
