Those are certainly possible operating procedures.  However, restricting access to roads slows them down by simple physics.  If we truly did privatize all (or most) of the roads, then traffic will slow and that will create unsolvable problems.  Really, I'm going to have to insist that a common road system paid for by use-linked taxes is the only way to keep America efficiently and usably mobile.

Again, that doesn't mean that roads still can't be privatized in some sense.  State governments have already taken steps to subcontract road maintenance out.  By approaching that in such a piecemeal fashion, we truly have a chance at finding a more optimal system for use+access+cost.
