You cannot privatize the road system since that will create immense traffic jams from enforcement (i.e. collection of fees). For practical purposes to the first and second approximations, it's a much better result for everyone if you just collect road funds under a mandatory regime (which means the gasoline tax) and then apply it under the auspices of government.
Still, that doesn't counter due considerations of privatizing road maintenance and construction. Various levels of government do that now, and that works fine except for all the graft and corruption. At least in Ohio, civil engineering like that is dominated by mafia-run companies who have strong connections to state government. So, to some extent, the people get screwed no matter what happens. Sorry, Libertarians! An immoral people cannot be counted upon to form a just government. Note that Americans are EXTREMELY immoral.
