Ask an average person (an American) what communism is and they'll say "it's something that's evil where the government tells you what to do". Isn't that happening right now?

Probably, the 'ideal' society is one in which the author is part of the ruling party/class and doesn't have to abide by the destructive rules that are set up for the general populace.

That doesn't take into account the value people assign to certain jobs. People themselves are the best calculators of this, the government is not omnipotent and thus should not make decisions where a superior method exists.

Many would not be motivated. Efficiency would be very low despite their skills. Effectiveness doesn't depend solely on skill. Look at entrepeneurs, look at anyone who has achieved the american dream, they achieved it through strength of personal character and perseverance and they deserve their money more than people who "would" have done a better job.
