It implies only that the people who own the things he wants won't let him have them. Also he can afford access to the internet and speaks English so he must have mistaken the free market for "capitalism" due to marxist propoganda. Since most people in the west have no problem obtaining the goods he states he wants, the most likely reason why he cannot "have them" is because he cannot afford them or lacks the intelligence to navigate the bureaucracy needed to "have them".
