Ten IQ points or the genetics involved in that lack of problem solving and analysis, seem to show that those 10 or so, (maybe more) points are the difference between continually inventing and improving, and never improving past a base level of non-civilization.
Might be like saying:
The white car only goes 10kph faster than the black car.
The white car is going at 9kph. So constantly makes ground and will finish, the black car is going at negative 1kph and is losing ground until it hits the wall behind it, and any time it gets a tow forward from other cars with speed, it will only stay up so long as its being forced up by others before it slowly slips back to a base level.
