Reporters Without Borders today condemned the detention of Reuters cameraman Imad Mohammad Bornat by the Israeli authorities for the past two weeks and his possible mistreatment at the time of his arrest on 6 October in the West Bank village of Bil’in. The organisation also condemned the severe beating which Agence France Presse photographer Jaafar Ashtiyeh and two of his assistants received on 1 October at a checkpoint at Hawara, near the city of Nablus.

Condemning the Israeli army’s latest targeted attack on journalists in the Gaza Strip, in which Ibrahim Atla, a cameraman with the Palestinian public TV broadcaster, was seriously injured this morning by shots fired by a tank in eastern Gaza, Reporters Without Borders today urged the Israeli authorities to calm their troops down.

“We appeal to the Israeli authorities to put an end to targeted attacks on civilians and we call for immediate measures to ensure the safety of journalists covering the fighting,” the organisation said. “Journalists and other media workers have repeatedly been the victims of deliberate violence by the Israeli forces, especially in recent weeks.”

A journalist who witnessed this morning’s attack told Reporters Without Borders it was deliberate. “We were wearing vests indicating that we were media workers,” he said. “But an Israeli army tank located 150 metres away began firing towards us. We began to run but the shots continued.”

"Israeli army troops benefit from a feeling of almost total immunity," said Reporters Without Borders secretary-general Robert Ménard, in a letter to Israeli defence minister Benyamin Ben Eliezer deploring the death of Tillawi, the third journalist in less than seven months to be killed in the Palestinian Occupied Territories.

the assault on the Palestinian photographer, Atta Oweisat, by Israeli policemen, and against shooting at other Palestinian journalists during the clashes these last days. The organization called on the Prime Minister "to refer the matter to the competent authorities so that an inquiry is opened into these assaults and the people responsible are punished". According to the information collected by RSF, on 4 October 2000, the photographer for the Israeli press agency, Zoom 77, Atta Oweisat, was beaten by Israeli policemen with clubs while he was covering a demonstration of Palestinians in Jabel Moukaber, near Jerusalem. He was taken to hospital. On 29 September, already, journalists had been injured by shots fired by Israeli soldiers: Khaled al-Zeghary, journalist freelance; Hazem Bader, cameraman with the press agency AP; Mahfouz Abu-Turk, freelance photographer and Awad Awad, photographer with the press agency AFP. On 1 October, in Hebron, cameraman Amer al-Jabari, shot in the head, was also hospitalised. As journalist Jacques-Marie Bourget of French magazine Paris-Match was shot and badly injured in Ramallah on 21 October, Reporters sans frontières (RSF - Reporters Without Borders) has voiced its consternation at the security risks being run by journalists in Gaza and the West Bank. Since 28 September, journalists have been increasingly targeted, threatened and intimidated by Israelis (both soldiers and civilians) and by Palestinians (police and civilians). RSF appealed to both sides to end this pressure and to guarantee the safety of journalists so they can cover events freely. In this conflict, both sides realise how crucial film and photos are in the contest for the support of international opinion. Robert Ménard, RSF General Secretary, has already pointed out violations of press freedom on both sides. In a report published in October 1999 RSF said that most of the 11 journalists wounded by Israeli solders during the clashes following the opening of the Hasmonean Tunnel, were deliberately targeted. Over the last five years more than 70 journalists have been assaulted by Israeli security forces. At the same time, in the territories under the Palestinian Authority, journalists who dare criticise its policies have been regularly attacked or arrested. Since 1995, more than 50 journalists have been arrested and more that 20 assaulted by Palestinian security forces.

Since 28 September, at least eight Palestinian journalists have been hit by Israeli bullets. On 29 September, freelance journalist Khaled al-Zeghary; Associated Press cameraman Hazem Bader; freelance photographer Mahfouz Abu-Turk and Awad Awad, photographer with Agence France-Presse were wounded in Israeli shooting in Jerusalem. On 30 September, a cameraman with the French TV channel France 2, Talal Hassan Abu Rahma,  filmed the killing of a Palestinian boy by the Israeli army - footage that was shown around the world and had a huge impact on international opinion. Shortly afterwards, the France 2 correspondent in Jerusalem, Charles Enderlin, received telephone threats, apparently from "Jewish extremists". On 1st October, in Hebron, a cameraman with the US channel ABC, Amer al-Jabari, was shot in the head and hospitalised. On 2nd October, also in Hebron, Israeli soldiers shot at Reuters journalists Mazen Da'na and Lu'ay Abu-Haikal, and Wael al-Shiokhy, a journalist with the local TV Al-Nawras. On 4 October, a photographer for the Israeli press agency, Zoom 77, Atta Oweisat, was clubbed by Israeli policemen while covering a Palestinian demonstration in Jabel Moukaber, near Jerusalem. On 12 October, during reprisals for the lynching of two Israeli soldiers in Ramallah, the Israeli army fired rockets at the aerial of the official Palestinian radio The Voice of Palestine.

Journalists also come under continuous pressure and threats from the Palestinians. On 12 October, a large number of journalists were present when two Israeli soldiers were lynched in Ramallah police station. Footage shot by a cameraman with the private Italian television channel RTI were shown around the world.  (The film later allowed the Israeli authorities to identify and arrest some Palestinians). Several film crews were assaulted by Palestinian, civilians and policemen, who ripped out videotapes and in some cases seized cameras as well. Bertrand Aguirre, correspondent with the French channel TF1, was assaulted by Palestinians after filming at the scene in Ramallah. In a letter addressed to the Palestinian Authority on October 16 and carried in the Palestinian daily El Hayat el Jadida, a journalist with the national Italian TV Rai,  Riccardo Christiano, defended his channel, saying it did not shoot the footage in question. He acknowledged implicitly that he respected the Palestinian Authority's rules of censorship: "We have always respected (and will continue to do so) the Palestinian national authority's procedures for journalists when working in Palestine", he said. Following the events in Ramallah, Palestinian police have stepped up checks on journalists, making them produce not only their press cards but also their passports.

        Palestinian photographer assaulted in Jerusalem

In a letter to the Israeli prime minister, Ehud Barak, Reporters Sans Frontières (RSF) protested against an assault on photographer Atta Wiesat by plain-clothes officers of the Israeli security forces. RSF called on the prime minister to "ensure that an inquiry is opened into the incident immediately".

According to information obtained by Reporters Sans Frontières on 3 January, Atta Wiesat, a Palestinian photographer working for the Israeli news agency Zoom 77, was assaulted and his camera smashed by plain-clothes officers of the Israeli security forces as he was taking pictures of a Palestinian being arrested by police near the Damascus Gate, Jerusalem. The photographer was taken to Hadasa hospital for emergency treatment, and is being kept under observation until 5 January.

In a letter sent to the Internal Security Minister, Shlomo Ben Ami, Reporters sans Frontières (RSF) condemned the aggression of five Palestinian journalists who were reporting on a protest by Israeli settlers in Hebron. The organization called on the minister to "ensure that an inquiry is immediately opened into the incident". Robert Ménard, the RSF general secretary, also asked the minister for "an explanation" following several complaints about police behaviour.

On 15 July 2000, according to the information collected by RSF, Amar Jabari, cameraman with the American channel ABC News, Loury Abou Aitel, photographer with the agency Reuters, Mazen Dana, cameraman with the same agency, Naji Dana, cameraman with the French channel TF1, and Kaweser Salam, journalist with the Palestinian daily Al Hayat al-Jadida, were beaten up by settlers, while reporting on a protest in Hebron. Several journalists had to be hospitalized. According to the journalists, policemen on the scene did not intervene.

In a letter sent to the Minister of Defense, Benjamin Ben-Eliezer, Reporters sans Frontières (RSF- Reporters Without Borders) protested against Israeli soldiers shooting at a team of journalists from the Lebanese television channel Al- Manar on the Lebanese side of the Israeli border. In a letter to Minister Raanan Cohen, RSF protested against the ban on live interviews with Palestinian militants, broadcast by radio Kol Israel. "During these times of escalating violence, Israeli and Palestinian audiences should have access to plural information", said Robert Ménard, general secretary of the organisation. "We fear that this mesure may lead to State control of the editorial line of the radio station. We ask you for the cancellation of this directive", he added.

According to information collected by RSF, on 22 October 2001, Minister Raanan Cohen who oversees the broadcasting law, sent a letter to the directors of the State radio station  Kol Israel, asking them not to broadcast live interviews with Palestinian militants. According to information collected by RSF, on 15 May, Aguirre was lightly injured while covering confrontations between the Israeli army and Palestinian demonstrators in Ramallah. A bullet hit the journalist's flak jacket in the chest area, causing a haematoma. The journalist was taken to the hospital in Ramallah for examination.
