Reporters sans Frontières (RSF) protested  against the shooting of Laïla Awda, Abu Dhabi TV correspondent in Ramallah. Robert Ménard, RSF general secretary, asked for the opening of "a full and impartial investigation to clarify the circumstances of this accident and to take the necessary disciplanary measures against those responsible". "Since 28 September 2000, more than 20 journalists and photographers have been injured, sometimes seriously, while covering the Palestinian Intifada." To date, RSF has received no explanation about the circumstances of these incidents.

Three Palestinian journalists assaulted by Israeli settlers

In a letter to the Israeli Minister of Interior, Eli Yishai, Reporters sans Frontières (RSF) protested against the attack on Hossam Abou Alan, Mazen Dana and Nael Shiyoukhi, three Palestinian journalists, by Israeli settlers in Hebron. Robert Ménard, RSF general secretary, called on the Israeli Minister of Interior "to ensure that an inquiry is immediately opened into the incident and that measures are taken against the assailants". RSF recalled that in July 2000 already, five Palestinian journalists were beaten up by Israeli settlers in Hebron.

On 10 March 2001, according to the information collected by RSF, Agence-France Press photographer Hossam Abou Alan, Reuters TV cameraman Mazen Dana and sound technician Nael Shiyoukhi were covering the Jewish carnaval at Hebron when they were attacked by Jewish settlers. The journalists were only slightly injured.

On 15 July 2000, Amar Jabari, cameraman with the American channel ABC News, Loury Abou Aitel, photographer with the agency Reuters, Mazen Dana, cameraman with the same agency, Naji Dana, cameraman with the French channel TF1, and Kaweser Salam, journalist with the Palestinian daily Al Hayat al-Jadida, were beaten up by settlers, while reporting on a protest in Hebron. Several journalists had to be hospitalized.

In a letter to the Minister of Defense, Benyamin Ben Eliezer, Reporters sans Frontières (RSF) expressed its concern about the "warning shots" fired by Israeli soldiers at Christine Hauser, Ahmed Bahadou and Suhaib Salem, journalists with the agency Reuters. Robert Ménard, RSF general secretary, called on the Minister "to make sure that such types of threat do not happen again. In no circumstances should Tsahal intimidate journalists with shots". The general secretary stated that he was particularly concerned that since 28 September 2000, more than 20 journalists and photographers have been injured while covering the Palestinian Intifada - even if we cannot affirm that these journalists were deliberately targeted by Tsahal. To date, RSF has received no explanation about the circumstances of these incidents.

On 8 March 2001, in the Gaza Strip, according to the information collected by RSF, Israeli soldiers fired "warning shots" at Christine Hauser, Ahmed Bahadou and Suhaib Salem, journalists with the agency Reuters. The soldiers fired shots towards the three journalists who wanted to take pictures of Israeli outposts in Netzarim. The journalists, easily identifiable due to their equipment, had to throw themselves to the ground. The soldiers asked them to leave and one of them went over to tell the journalists that they were not allowed to be there.  The Israeli army spokesman, Olivier Rafowics, said that "Due to the tense security situation in Gaza, civilians are not allowed to approach Israeli Defence Forces (IDF)". "The force fired only warning shots. The Reuters team did not inform the IDF of their presence in this area", he added.

Robert Ménard, RSF general secretary, called on the Israeli Prime Minister "to open a full and impartial investigation to clarify the circumstances of this accident." He asked the Prime Minister to take the necessary disciplanary measures if an Israeli soldier proved to be responsible for this accident. The organisation recalled that since 28 September 2000, more than 20 journalists and photographers have been injured while covering the Palestinian Intifada even if we can not affirm that these journalists were deliberately targeted by Tsahal. To date, RSF has received no explanation about the circumstances of these incidents.

According to the information collected by RSF, Laurent van der Stock, a Gamma photographer, and a Reuters photographer were covering the clashes between Palestinian youths and Israeli soldiers at a checkpoint close to a Jewish settlement in Ramallah. After the Friday prayers, Palestinian youths began to throw stones at the Israeli soldiers who replied. Laurent van der Stock was standing about 50 meters away from the Israeli soldiers, facing them to take pictures of the Palestinian youths, when he was shot in the knee with a live bullet.

The Israeli army shoots at a journalist’s car and wounds him

In a letter sent to the Israeli Chief of Staff, Shaul Moffaz, Reporters Without Borders (RSF) protests the Israeli’s army shooting at the car of Sagui Bashan in Netzarim in the Gaza Strip. Sagui Bashan is a journalist for Israel’s second television channel. "Whatever their nationality, journalists should be able to move around the different territories without their lives’ being endangered," asserts Robert Ménard, RSF’s secretary general. "We are requesting that you carry out an impartial investigation so as to determine the exact circumstances of this incident and to take the disciplinary measures called for against those responsible." RSF calls attention to that fact that since the start of the second Intifada, it has recorded 46 incidents in which journalists have been wounded by bullets. After carrying out investigations in the field, RSF has concluded that in a majority of cases responsibility lies with the Israeli army.

According to information received by RSF, on 14 February, when Sagui Bashan, journalist for the second Israeli television channel was leaving the Gaza Strip where he had spent part of the evening covering the Israeli army incursion into the area, at about 10 p.m. he was stopped at a military barricade in Netzarim. After having shown his press card to the soldiers, he asked to see the order from a superior officer stating that it was a "closed military territory". When the soldiers told him they didn’t have such a document, the journalist started off. After he’d driven a few metres, the soldiers opened fire on his car. He was wounded in the shoulder by the ricochets of real bullets. The journalist was admitted during the night to Soroka Hospital in the town of Bersheva.

Reporters Without Borders (Reporters sans frontières - RSF) said it was "appalled" by the death of Italian freelance journalist Raffaele Ciriello as a result of Israeli gunfire in Ramallah today and demandes an immediate enquiry into exactly how he was killed and, if necessary, the trial of those responsible.

"For months, we have been denouncing the impunity enjoyed by Israeli troops firing on journalists," said RSF secretary-general Robert Ménard. "We have frequently been concerned by the almost complete lack of investigation by the Israeli authorities into such shootings. It was bound to lead to this kind of tragedy. Today, what we always feared has happened: a journalist has been killed, the first since the start of the second Intifada. We are appalled."

A report by RSF after a visit to the area last summer said there had been 45 incidents of journalists being wounded by gunfire, mostly by Israeli soldiers,         over the previous 10 months. Since then, at least two more have been wounded in Israeli shootings.

Reporters Without Borders (Reporters sans frontières - RSF) protested today about the shooting of a Palestinian TV cameramen in the West Bank town of Ramallah and said it suspected the Israeli army was opening fire on press vehicles "to intimidate journalists." RSF secretary-general Robert Ménard called on the Israeli authorities to "once again, as we have asked with previous such incidents," to investigate and identify who was responsible for the shooting and serious wounding of Carlos Handal, a Palestinian working for the Egyptian station Nile TV. He said that as the fighting became more serious, journalists, especially in Ramallah, should be "extremely careful about their movements." An RSF fact-finding missing to the area last summer noted that more than 30 journalists had been wounded by gunfire, mostly by the Israeli army, over the previous 10 months. Journalists ordered to leave militarised Ramallah

Reporters Without Borders (Reporters sans frontières - RSF) appealed to Israel’s civilian authorities to reverse today’s Israeli army decision to order all journalists out of the city of Ramallah after declaring it a "closed military zone."

"We appeal to the European Union, the US government and the entire democratic world to persuade the Israeli authorities to ensure the media can continue to report on what is happening in the Occupied Territories," it said.

The Ramallah bureau chief of the Qatari TV station Al-Jazeera, Walid el-Omary, told RSF by telephone that he would refuse to leave the city. A US reporter from the Boston Globe was reportedly wounded in Ramallah today.

The policy of the Israeli authorities towards the international media, especially Palestinian journalists, must be condemned for what it is: a massive, deliberate and conscious violation of press freedom and an unprecedented low in the history of Israel.

The figures show the brutality of the Israeli army and its discriminatory, even racist attitude towards the Arab media and Palestinian journalists. They have included repeated obstruction of working journalists, arbitrary arrests, physical threats and a determination to belittle and humiliate - an aggressivity that has led to several journalists being wounded by gunfire and one even killed.

These have not been blunders but a deliberate policy of hiding from the world the truth of the Israeli army’s violence and abuses, which must be clearly condemned and met with international sanctions.

Fifteen journalists have been arrested since Israel began its occupation of Palestinian towns and cities on 29 March. Ashraf Farraj and Jalal Hameid, of the local Bethlehem TV station Al-Rouah, were arrested by Israeli soldiers at the Bethlehem press centre on 3 April and taken to the Beitunia detention centre image 172 x 142 (JPEG) near Ramallah. Ahmed Assi (see picture), a cameraman with ANN, was arrested in Ramallah on 2 April and imprisoned at a detention centre in Ashkelon. Maher Hussein Romanneh, a presenter on Palestinian radio, was arrested in Ramallah on 30 March and taken to the Ofer detention centre.

At least seven journalists have been wounded by bullets, some seriously. Carlos Handal, a cameraman for the Egyptian station Nile TV, was hit by an Israeli sniper’s bullets on 29 March in Ramallah while travelling in a car marked "Press." One bullet came through the windscreen and seriously wounded him in the throat.

These events have been sadly all too common since the second Intifada began in September 2000. RSF has counted 56 cases of journalists wounded by gunfire during that time, more than half of them Palestinians. The great majority of the incidents, after on-the-spot investigation, have been found by RSF to be shooting by Israeli forces. Yet some journalists were clearly identifiable as such and were standing some distance away from clashes when they were hit. Only rarely have these incidents been seriously investigated and very few of those image 150 x 206 (JPEG) responsible punished. An Italian photographer, Raffaele Ciriello (see picture), was killed on 13 March by shots fired from an Israeli tank in Ramallah.

Incidents of shooting to intimidate have been numerous. Warning shots were fired and five stun grenades thrown at a foreign press convoy of seven armoured vehicles on their way to cover US mediator Anthony Zinni’s visit to Palestinian President Yasser Arafat’s headquarters in Ramallah on 5 April. When the convoy turned back, the CNN vehicle was hit by a bullet that broke the rear window.

On 16 April, a Swedish TV crew were fired on in their vehicle in Ramallah. One of the crew, Peder Carlqvist, said the shots came as the vehicle was turning round in response to orders from soldiers. Two days before, the Israeli army had said journalists could enter the West Bank again, except for the Church of the Nativity in Bethlehem, the Jenin refugee camps and Yasser Arafat’s headquarters in Ramallah.

 image 184 x 118 (JPEG) Many Palestinian journalists have reported being roughly treated or threatened. Two of them, Maher Shalabi and Majid Sawalha, were arrested by soldiers in the centre of Ramallah on 16 April and taken into a building where they were blindfolded and their handcuffed behind their backs. They were insulted and hit in the stomach, legs and back before being released a few hours later during the curfew.

The same day, an Associated Press stringer, Mohammed Daraghmeh, was arrested at his home and taken to a detention centre where he was held for 20 hours blindfolded and handcuffed. When he was freed, he faced the same problem as Shalabi and Sawalha: how to get home to Nablus six miles away in the dark during the curfew. As he was walking towards the town, shooting broke out nearby. He asked Israeli soldiers posted along the road to protect him. "If you stay here, I’ll shoot you," one soldier said. The journalist only managed to reach home the next morning.

The Israeli army has targeted many privately-owned Palestinian and Arab media. On 8 April, four Israeli soldiers smashed their way into the Ramallah offices of Abu Dhabi TV and Nile TV, ordered journalists to lie on the floor and broke desks, doors and chairs.

image 135 x 143 (JPEG)  So far this year, many Palestinian journalists have not been able to get their press cards renewed by the Israeli government press office, whose chief, Danny Seaman, has cited "security reasons." Jassim al-Azzawi, Abu Dhabi TV’s special correspondent (see picture), was deported on 7 April after his press card was confiscated.

In the past three weeks, many foreign journalists have had their passports, press cards or even equipment seized. A dozen of them were arrested by the Israeli army in Ramallah on 7 April while travelling in a three-vehicle convoy. Passports and press cards were confiscated. Ten days later, some of the documents had still not been returned. On 13 April, at a checkpoint near Jenin, Israeli soldiers arrested Walid el-Omari, the Ramallah bureau chief of the Qatari TV station Al-Jazeera, and seized his equipment.

Palestinian freelance photographer Imad Abu Zahra (photo) died in Jenin today after being seriously wounded yesterday by Israeli army gunfire.

"It is intolerable that two journalists have been killed in the past four months by the Israeli army, even more so when Israeli soldiers refused to allow an ambulance to get to the latest victim," said Reporters Without Borders secretary-general Robert Ménard.

 image 83 x 115 (JPEG) "More than 40 journalists have been wounded in shooting by the Israeli army since September 2000 and since Ariel Sharon became prime minister in February last year, 17 journalists have been wounded, 70 have come under fire and 15 foreign or Palestinian media offices have been occupied by the Israeli army. Since the start of Operation Rampart on 29 March this year, at least 30 journalists have been arrested and six of them - all Palestinians - are still being detained.

"The Israeli army is acting with complete impunity. This is also intolerable. How many more must die before the army stops attacking the media?

Reuters cameraman expelled after being refused

Reporters Without Borders today protested against the expulsion of Ahmed Bahaddou, a cameraman with the British news agency Reuters, who was put on a flight to Jordan on 15 August after having been refused entry and detained overnight at Tel Aviv’s Ben-Gurion airport.

Bahaddou’s expulsion was "new evidence of the discriminatory policies pursued by the Israeli authorities towards Arab journalists", Reporters Without Borders secretary-general Robert Ménard said. Two other Arab journalists have been expelled since the Israeli army began its incursion into Palestinian territories last March.

"We also call on Danny Seaman, the head of the Israeli government’s press office, to comply promptly with the undertakings he gave to Tim Heritage, the head of the Reuters bureau in Jerusalem", Ménard added. Seaman reportedly said Bahaddou would be able to return to work in Israel on condition that he did not cover the Gaza Strip or the West Bank.

A Belgian national, Bahaddou was held for 20 hours in a cell at Ben-Gurion airport after being refused entry on 14 August. ’’I feel humiliated... I don’t feel like I’m in a democratic country,’’ he told Reuters by telephone from the airport. Seaman said on 14 August that the Interior Ministry had denied Bahaddou entry under pressure from trade unions that oppose foreign cameramen working in Israel. "Bahaddou attempted to enter Israel without the proper visa," Seaman said.

Reuters photographer injured in Ramallah shooting

Reporters Without Borders protested today about the injuring of Reuters photographer Ammar Awad in shooting by Israeli soldiers in Ramallah yesterday during a clash with Palestinian youths.

"We ask the military authorities to investigate this incident," said Reporters Without Borders secretary-general Robert Ménard, "and we urge Israeli soldiers to take greater care, especially when journalists are clearly identifiable as such, as in this case." Ménard noted that since the beginning of the second Intifada in the Palestinian occupied territories, 46 journalists had been hit by gunfire. After on-the-spot enquiries, the organisation has found most of the shooting to be Israeli.

Several journalists, mostly Palestinians, were seriously wounded in these incidents despite the fact that some were clearly identified as journalists and were standing aside from clashes when they were hit. With very few exceptions, no serious Israeli investigations into these shootings have been made and very few of those responsible punished.

Awad was hit by a rubber bullet fired by an Israeli soldier while he and other journalists were covering the clash about 10 minutes after the start of the curfew on 26 August. He was slightly injured on the shoulder, part of his body not protected by his bulletproof jacket marked "Press," and was taken to hospital first in Ramallah and then in Jerusalem. Awad has been working for Reuters for the past 18 months.

Investigation into the death of Palestinian journalist in Jenin on 12 July 2002
Reporters Without Borders concludes that excessive, unjustified Israeli gunfire killed Imad Abu Zahra

Reporters Without Borders and Damocles Network, an organisation which combats impunity, today released the report of their joint on-site investigation into the fatal bullet injury sustained by Palestinian press photographer Imad Abu Zahra on 11 July 2002 in Jenin, in the Occupied Territories. Abu Zahra was hit in the leg and died the following day as a result of this injury. The report’s findings are as follows:

image 90 x 146 (JPEG) The curfew had been lifted that day in Jenin, and the streets were calm. The gunfire that hit Abu Zahra was Israeli, and had not been preceded by any warning. While Abu Zahra was not wearing anything that identified him as a journalist, there was another journalist beside him who was wearing a bulletproof vest marked "Press". These two civilians in no way posed any threat to the Israeli tanks. Contrary to undertakings given, the Israeli army’s enquiry was either non-existent or very slipshod.

On the basis of these findings, Reporters Without Borders and Damocles Network have made several recommendations to the Israeli authorities. They call on the army to conduct a thorough enquiry to establish responsibility in this incident and to adopt appropriate sanctions against the soldiers who were too quick to resort to gunfire. Reporters Without Borders and Damocles Network reminds the Israeli authorities that they must "respect international humanitarian law concerning the conduct of hostilities, which entails distinguishing military targets from civilians, whatever the circumstances".

The evidence gathered in the course of the enquiry in Jenin from 19 to 25 July includes a video recording made during the incident, the testimonies of a total of 10 Jenin inhabitants and foreigners who were present, and the Israeli army’s official reaction.

Abu Zahra’s death took place against a background of deteriorating press freedom in Israel and the Palestinian territories, due especially to the worsening security conditions in which journalists operates, above all since operation "ramparts" began on 29 March. Since the start of the second Intifada in September 2000, two journalists have been killed and 46 have been injured by gunfire in the Occupied Territories.

Reporters Without Borders demands Israeli army stops attacking Palestinian journalists

Reporters Without Borders today condemned the killing of a Palestinian radio journalist, apparently by an Israeli army sniper, and said it appeared to be a "serious violation" of international rules about protection of civilians in wartime.

Voice of Palestine journalist and presenter Issam Hamza Tillawi was shot in the back of the head as he was reporting on a Palestinian demonstration in Ramallah during the night of 21-22 September.

"Israeli army troops benefit from a feeling of almost total immunity," said Reporters Without Borders secretary-general Robert Ménard, in a letter to Israeli defence minister Benyamin Ben Eliezer deploring the death of Tillawi, the third journalist in less than seven months to be killed in the Palestinian Occupied Territories.

"Meanwhile, Palestinian journalists risk their lives every day by doing their job with very little proper equipment, notably without the bulletproof vests the foreign media have. We remind the Israeli army that, like all the world’s armies, it is bound by the Geneva Conventions to protect civilians, which include journalists."

Reporters Without Borders called on the Israeli government to immediately investigate the shooting and find out who was responsible for what appeared to be a "serious violation" of the Geneva Conventions. The organisation asked that the results be made public and the culprits punished. The Israeli army has made no comment on the incident, despite requests from Reporters Without Borders over the past four days.

Tillawi, equipped with a tape-recorder, notebook and bag, left his home in Beitunia, near Ramallah, near midnight on 21 September to cover protests by thousands of Palestinians that were starting in the streets of West Bank and Gaza Strip towns against the Israeli army’s siege of Palestinian leader Yasser Arafat’s headquarters in Ramallah.

The chief editor of the Voice of Palestine, who was with him, said Tillawi was wearing a jacket marked "press." When he got to the demonstrations in the centre of Ramallah, Tillawi mingled with the crowd to record the views of the protesters. Israeli troops then reportedly fired teargas grenades and as Tillawi was running from the scene he was hit by a shot that witnesses said came from an Israeli sniper on top of a building.

The head of Ramallah hospital told Reporters Without Borders that Tillawi had been hit by a bullet that smashed open the back of his head, making an operation impossible. He died at the hospital at around 1 a.m., half an hour after he had been wounded.

Tillawi, 32 and married with no children, had worked since 1997 for Voice of Palestine, where several times a week he presented a news programme called "Nahar Jadid" (New Day), as well as one on Sunday called "International Affairs."

Since September 2000, Reporters Without Borders has counted 46 cases of journalists who have been wounded by gunfire, nearly all from Israeli sources according to its on-the-spot investigations. Several, mostly Palestinians, were seriously wounded, even though some were clearly identifiable as journalists and standing apart from clashes when hit. With very few exceptions, no serious enquiry into the incidents has been made or punishment meted out to those responsible, even when this responsibility was clear, as in the case of the French TF1 TV reporter Bertrand Aguirre, wounded on 15 May last year in Ramallah.

"Using the excuse of the fight against Palestinian terrorism, the Israeli authorities can freely threaten and physically attack journalists who live and work in the Occupied Territories," said Reporters Without Borders secretary-general Robert Ménard.

"We demand that this incident, like others, be investigated and that those responsible be punished for violating press freedom. The Israeli army’s promise to curb the violent behaviour of some of its troops against journalists has unfortunately very rarely been kept," he said.

Achtiye was beaten by two Israeli border policemen when he arrived at the crossing point between Nablus and the town of Salim, even though they knew he was a journalist. They threatened to seize his camera but changed their mind when they saw no pictures had been taken. Before they let him go, they threatened to kill him if he ever returned.

Reporters Without Borders notes that obstruction of the media covering the Israeli-Palestinian conflict has reached alarming proportions this year.

-  Three journalists have been killed in the Occupied Territories, including Raffaele Ciriello, a reporter for the Italian daily Corriere della Sera, in Ramallah on 13 March. These deaths were caused by excessive use of force by the Israeli army, which has not investigated the incidents despite its promises to do so.

-  Eight journalists, including two French and an American, have been wounded by gunfire while reporting in Palestinian towns occupied by the Israeli army. In most cases, they were clearly identifiable as journalists and were no danger to the soldiers. They were wounded by warning or intimidatory shots not intended to kill them but sometimes seriously wounding them.

-  A dozen Palestinian journalists have been imprisoned without trial or sentence, using the device of "administrative detention," for periods of between one and eight months. Two of them, Khalid Ali Mohammed Zwawi and Nizar Ramadan, are still being held, respectively since April and June, though Israeli officials have given no indication of why.

-  Dozens of journalists in the Occupied Territories have been threatened, physically attacked, targeted at army checkpoints or had their equipment seized. Those responsible for these violations of press freedom are apparently rarely punished and a feeling of impunity pervades the Israeli army.

-  For the past two years, the Israeli government press office has only renewed a few press cards of Palestinian journalists, some of whom are long-standing correspondents for international news agencies, such as Reuters, Associated Press and AFP.

The Israeli army’s failure to take action about these many press freedom violations, along with accusations by senior government officials that the foreign media are abusing Israeli hospitality, and are biased and lazy, are signs of growing hostility to the foreign media. As well as being especially violent, this strategy aims to reduce the sources of information and control foreign coverage of the conflict.

The allegations of "massacres" after the fighting between the Israeli army and Palestinians in the Jenin refugee camp in April 2002 are an example of the harmful effects of a policy that aims to limit information and keep journalists out.

Two Reuters journalists wounded in Jabalya : Reporters Without Borders calls on the Israeli army to open an inquiry

Reporters Sans Frontières (Reporters Without Borders, RSF) has called on Israeli defence minister, Shaul Mofaz, to open an investigation into the wounding of two Reuters journalists while filming an Israeli incursion on the Gaza Strip on 6 March.

Ahmed Jadallah and Shams Odeh, respectively a photographer and a cameraman, were wounded early in the morning at the Jabalya Palestinian refugee camp. Ahmed Jadallah suffered severe shrapnel injuries in both legs. Blood pouring from his wounds, he was dragged from the scene by bystanders and taken to Al-Shifa hospital in Gaza.

Reuters said it hoped to get its journalist transferred to an Israeli hospital for further treatment. Shams Odeh was less seriously injured and was taken to the same hospital with a fractured foot.

"The Israeli army must conduct a serious and speedy inquiry to shed full light on the circumstances in which two journalists were wounded while covering the news in the occupied territories", said RSF General Secretary Robert Ménard, urging them to make public the outcome as well as any disciplinary action.

Eye-witnesses and Palestinian medical sources said the journalists were injured when a tank shell hit a group of people trying to put out a fire, killing eight. According to an Israeli officer, a bomb first exploded inside a building. A tank then fired a shell against a Palestinian militant armed with a rocket launcher.

The Israeli incursion into the Jabalya refugee camp left a total of 11 dead. It came in retaliation for a Palestinian attack the previous day in the city of Haïfa, northern Israël, that killed 15 and injured around 40 others.

RSF recalled that during 2002, eight journalists, including two French and one American, suffered bullet wounds while filming in Israeli-occupied Palestinian towns. In most cases these journalists were clearly identifiable and did not constitute any threat to the soldiers. They were injured by warning or intimidatory shots that occasionally led to serious injury. RSF deplores the fact that no disciplinary measures were taken by the Israeli Army against those responsible.

Palestinian cameraman shot dead by Israeli army in Nablus

Deputy defence minister Zeev Boim said on 19 April that journalists who moved around amid gunfire during a war were putting themselves in danger in places they ought not to be in. Army spokesperson Maj. Sharon Feingold said a preliminary enquiry showed Israeli troops had been shot at by Palestinians just before Darwazeh was killed but it was not known if the shots came from where the journalists were standing. She said the army regretted the death of innocent people and promised a more thorough investigation of the journalist’s death.

Reporters Without Borders called for an immediate investigation into the killing by the Israeli army in Nablus today of Palestinian cameraman Nazeh Darwazi, who was working for the APTN (Associated Press Television Network) news agency and the Palestinian state television.

Witnesses said Darwazi (42) was shot in the head by an Israeli soldier at a range of only 20 yards. The bullet entered through his eye. The journalist, wearing a yellow jacket marked "press," was with half a dozen others, including cameraman Hassan Titi and photographer Abed Qusini, both of Reuters news agency, Billal Bana, of the Palestinian news agency Wafa, and Sami al-Assi, a cameraman with a local TV station.

Israeli army kills second journalist in two weeks

Reporters Without Borders today voiced its shock at the death of British freelance cameraman James Miller, killed by Israeli army gunfire yesterday evening in Rafah in the Gaza Strip, and it called on the Israeli authorities to ensure that his death does not go unpunished.

"We are dismayed by James Miller’s death, which took place on the eve of World Press Freedom Day today," Reporters Without Borders secretary-general Robert Ménard said. "We demand that the Israeli authorities hold an enquiry and that its results are made public. It is essential that those responsible for his death do not go unpunished and that is made clear they committed an offence."

Miller was the second journalist to be killed by Israeli gunfire in 2003 and the fifth since the beginning of the second Intifada in September 2000. Reporters Without Borders had announced just four days ago that it would carry out its own, independent enquiry into the circumstances of the death of the last journalist killed, cameraman Nazeh Darouazi on 19 April.

Miller, who was working for a privately-owned British production company, was killed while covering the destruction of a house by the Israeli army. An army spokesman said soldiers opened fire in response to anti-tank rockets fired in their direction. When combing the area afterwards, they found Miller with a bullet wound in his neck. He died while waiting to be taken by army helicopter to an Israeli hospital. The Israeli army voiced its "regrets" but said Miller had taken a big risk by being in what was a war zone.

The Associated Press quoted a British journalist identified as "Dan" as saying Miller and two other journalists had been waving a white flag while they were filming. "We were very visible to the troops, with a white flag and ’TV’ markings on our vests, but still the troops opened fire, hitting James Miller," Palestinian freelance journalist Abdel-Rahman Abdullah, who was with Miller, told to Reuters agency.

Nazeh Darouazi, the journalist killed on 19 April, was a Palestinian cameraman who was hit by Israeli gunfire in the old town of Nablus in the West Bank. He was struck in the eye by a shot fired by an Israeli soldier, witnesses said. He was wearing a yellow vest marked "press" and was with at least five other journalists covering clashes between a group of Palestinian youths and the Israeli army. Aged 42, he worked for APTN (Associated Press Television Network) and for Palestinian public television.

Three journalists were killed in the Occupied Territories last year. Photographer Raffaele Ciriello (42), working for the Italian daily Corriere della Sera, was killed on 13 March while covered armed clashes in the centre of Ramallah. He was standing behind a group of armed Palestinians when an Israeli tank about 150 metres away began automatic fire. Ambulances could not reach the scene because of the intense shooting. Ciriello was taken by Palestinians to the Arab Care hospital, where he died soon afterwards from six bullet wounds in the chest and stomach.

Freelance photographer Imad Abu Zahra (35) died on 12 July after being seriously wounded in the leg in the centre of Jenin when Israeli armoured cars opened fire without warning and, according to witnesses, without any clash or dangerous situation to justify the shooting. An Israeli army spokesman said "a crowd was throwing stones and firebombs at our vehicles so we had to respond."

Issam Hamza Tillawi (32), a journalist and presenter with The Voice of Palestine, was shot by the Israeli army on 22 September. He was covering street protests in the centre of Ramallah by thousands of Palestinians against the Israeli army’s siege of Palestinian President Yasser Arafat’s headquarters in the city. Carrying a tape-recorder and a bag, he was interviewing the protesters when Israeli troops began firing teargas. As he ran from the scene he was hit by a shot that witnesses said came from an Israeli sniper on top of a building. The director of Ramallah Hospital confirmed he had been hit by a bullet in the back of his head. He died at the hospital half an hour later. The chief editor of The Voice of Palestine, who was with him, said he was wearing a jacket marked "press."

Since the beginning of this year, at least four journalists have been wounded while working in the Occupied Territories. Last year, eight were wounded, most of them clearly identifiable as journalists and therefore no danger to the army. They were hit by warning or intimidatory shots which sometimes caused serious wounds. None of the incidents were investigated by the Israeli army and those responsible were not punished.

Autopsy suggests British cameraman was shot by Israeli army

Reporters Without Borders called today for the punishment of those responsible for the death of British freelance cameraman James Miller on 2 May after an autopsy revealed he had been shot from the front as he was filming troops in the Gaza Strip .

The finding, by Israel’s national forensic institute, tended to confirm the account of witnesses at the scene who said troops opened fire on him and other journalists wearing jackets marked "press" and waving a white flag as they approached the troops.

Earlier, the deputy Israeli military commander in Gaza, Col. Avi Levy, said his men had begun shooting after anti-tank weapons were fired at them and that Miller may have been killed by Palestinian gunfire.

"We are glad the autopsy was done," said Reporters Without Borders secretary-general Robert Ménard. "The investigation must now work to establish who was responsible for the shooting. Those who were must be publicly punished and the impunity enjoyed by Israeli soldiers must end."

Miller had been filming Israeli troops destroying a house in Rafah. The troops said they later found him lying on the ground with a neck wound and that he died while waiting for an army helicopter to take him to an Israeli hospital. The army expressed its regret but said he had taken a serious risk being in a war zone.

He is the second journalist killed in Israel this year, apparently by army gunfire, and the fifth since the second Intifada began in September 2000.
