Vietnam was forced to pay the loans taken by the Saigon regime during the war, the sum of 140 million dollars. They had to do this to be allowed to get loans from the IMF. Yes, thats right. Vietnam has payed reparations to the US. Its perverse and absurd, but thats the world we live in, justice is long dead.

I think I know what you guys are talking about, and even specifically what instance during the war... but still, don't you think this idea is a liiitle stupid?

I mean fuck, I turned 18 like a year ago.  I clearly had nothing to do with the war, yet I'm going to have to shoulder a larger tax/deficit/inflationary burden (depending on how you want to finance the reparations), due to the decisions made by a bunch of dumb fucks who were born prior to me.  In effect, I'd be being taxed for something that I had nothing whatsoever to do with...

We are magnanimous since we put them before the international crime court (which does not have the capital punishment) instead for some peoples court in vietnam where the slaughters would be tortured abu ghraib style. Generally you're not invited to the war until your citizens or soldiers get attacked. 
If by your logic, the US should have been attacked by Western Europe for violating the sovereignty of Iran, Nicaragua, Cuba, and most recently, Iraq.
Who made America the world police? If you cite your strength then you give justification for any strong nation to attack a weaker one.
Claiming that the North Vietnamese attacked your ships, when they actually didn't, and wasting thousands of US and Vietnamese lives as a consequence could be considered "illegal".
