We must draw up a list of the parasites, criminals and enemies that threaten a moral stable society. Because it is practical we should divide the nation into ethnic, regional, religious and cultural groups and persecute them all according to their collective faults, but since this is only due to practicality it is prudent to distinguish between the masses who are little more than statistics and the professionals who actually matter. Furthermore we should divide the masses into those who we can be sure are stable, settled, loyal, moral and free from genetic disease or impedements (citizens) and into those who are permitted to reside in certain areas in our borders for whatever reason (illegals).

Professionals will be exempt from persecution based on petty ethnic/religious/cultural concerns and based on merit. Also we will distinguish between those with legal/military power and those with power over decisions. Professionals must be criticised constantly to prevent the misuse of that power, but due to the nature of doing so one figurehead must be assured a permanent position only burdenned by affairs of state to serve as the fulcrum on which power balances. The figurehead will have a line of heirs in waiting chosen from high ranking professionals and widely publicised long before they die.

Professionals will be organised into a logical hierarchy for practical reasons. Anyone with power will be considerred a professional, be they a mere soldier or a policeman. Thus people in such positions will be drawn from those who can be trusted not to follow the immoral customs and genetic nature of the rest of their race/culture/religion. They will be indoctrinated (preferably from birth) and tested to ensure they are physically and mentally desirable to ensure high levels of loyalty and ability needed to function properly. Armed forces may be drawn from the masses if necessary, but they will have to undergo some form of indoctrination as deemed practical and remain seperated.

So as has been proven the natural order of things demands that there are 6 classes.
The figurehead
The professional military and decision makers.
The trusted masses and the untrusted masses.
Foreigners.

Sounds like fascism too me, No thanks. If the 20th century taught us anything, it's that states are violent to the extent that they are powerful. What we need is less concentration of power and more decentralization, less top-down hierarchical power-structures and more bottom-up grassroots democracy. I'm going to put my trust in someone just because they're an "official" with a shiny badge.

Entire premise is batty-coo-coo fucking insane. Just about everything you said and every personality or "character" you listed is entirely subjective. Your utopia sounds more like the script for Van Damme's Univeral Solider. Epic and Extreme Fail.
