How could the government legislate against greed? How can they force business owners to cut into profits and give the lowerend workers extra money to improve their lives?

The free market always adapts. Also the US economy is technologically advanced and strong enough to pay it's workers more highly than the Chinese and not collapse.

Or foreign companies which pay their workers the same as us get more trade than companies that have to try to smuggle their goods in and the world becomes a better place.
