Lets be serious now, Africa was under colonial rule up until the mid 1900's.  We haven't given them the chance to do anything yet.  Once they royally fuck themselves over, they'll get their shit together.  Hell, even America needed a Civil War in order to get it's shit together, so why are civil wars in Africa signs of stupidity?
