The missing 200,000 tons of steel

Back in the days..
Did you notice how quickly the government shipped of 200,000 tons of steel from WTC? America was once the biggest steel manufacturer on the planet but somehow, SOMEONE shipped the steel debris off to China and India in 60 days! I can't get an intelligent answer as to why. Can you answer this question?

that is a major point of debate around 9/11 conspiritors. why wasn't the WTC ground zero treated like a crime scene? At the very least, why was the metal recycled as fast as it was?
