Civilian police

Can an organization exist to enforce laws while still being within the law, not regarded as a terrorist criminal organization?  By this I mean a group of security personnel who could be called to enter a house and protect someone from abuse, rape, or attack.  A group that can raid a drug lab on their own.  A group that could apprehend gang members, detain criminals, and hand them over to the police.  They'd be something like security guard private investigators, but wouldn't be police.  They would cooperate and give information with the police, or refer them to certain incidents, but they would act on their own will. 

They would carry firearms, stun guns, mace or batons as self defense.  They would detain people with proof that they're involved with gangs, illegal activity, or drug manufacture.  They would have documented proof through undercover people who know the ins and outs of the criminal organizations without being suspected as cops.  But raiding without a warrant, detaining without authority, or having to shoot or attack somoene as a preventitive measure would all label the group as vigilantes.  They would have to break the law.
