Many people don't bother to vote. Electronic/internet voting would help this, but problems with fraud, tampering and falsification prevent the system from working well. There's also getting people to recognize, understand, and learn about local and state issues, as many feel their vote is meaningless and won't make a difference- a sort of "what will be will be" attitude.

The biggest thing would probably be to make election day a holiday. As it stands it's very difficult for the working person to vote as there are usually lines of old people in the morning so they'll be late if they stick around or there are huge lines in the evening of all the working people who couldn't vote earlier. Having a holiday would ease the frustration of the process and make it so that the polls really would be available all day instead of just for old senile people and young people who can't vote anyways.
