Possible Solution to Global Warming

What does everyone think of this?  (There is more than one page, so read through to the end.)

Seemingly, the guy who wrote it wrote it in an attempt to satisfy both environmentalists, and conservatives/libertarians. 

This is a kind of no shit sherlock solution. I don't see why everyone is jerking off over it.
