Seemingly, the guy who wrote it wrote it in an attempt to satisfy both environmentalists, and conservatives/libertarians.

I think this is a most excellent idea to curb global warming and improve peoples freedoms. An example of how such a tax could reduce use of carbon fuels in my country: There are are a number of green producers in the UK, mostly wind turbines which sell electric at the same standard rate as all other electric companys. You can simply make one phone call and switch. The company makes a profit and builds more wind turbines. While wind turbines are being built very fast it could be improved but large numbers of customers are not switching. With a carbon tax you can be the switchboards would be overloaded since the electric would be half the price of their current supplier.
Also i would like to point out the main cause for global warming is we dont have enough carbon sinks (e.g. trees) anymore since most have been destroyed in the last several thousand years and more rapidly the last 200 years.
