Possible Solution to Global Warming

What does everyone think of this?  (There is more than one page, so read through to the end.)

Seemingly, the guy who wrote it wrote it in an attempt to satisfy both environmentalists, and conservatives/libertarians. 

I think I will define this solution logically to get this discussion going..

The atmosphere is public property, therefore the use of carbon based fuels must be taxed in relation to how much it costs to take the carbon out of the atmosphere. This can be done by burying trees deep underground where they will not decompose and produce CO2. If a company takes carbon out of the atmosphere it does not have to pay that particular tax.
