China: environment flip-flop?

I know I know, Shoutwire is for hippies. But here http://www.shoutwire.com/comments/20680/China_Plans_To_Protect_Environment  WTF? China spending 1,5 % of its annual economic output on improving the environment? Good news. Something tells me a lot of leftist sites are going to give this a wide berth. Now, is this pork for the UN, or a reflection of the populations desires to not allow the benefits of capitalism mask its negative ones? Is it even well-aimed and will it avoid corruption? Hmm. Maybe this is good for the visage of globalization. Anyway, this is good.
