China: environment flip-flop?

I know I know, Shoutwire is for hippies. But here http://www.shoutwire.com/comments/20680/China_Plans_To_Protect_Environment  WTF? China spending 1,5 % of its annual economic output on improving the environment? Good news. Something tells me a lot of leftist sites are going to give this a wide berth. Now, is this pork for the UN, or a reflection of the populations desires to not allow the benefits of capitalism mask its negative ones? Is it even well-aimed and will it avoid corruption? Hmm. Maybe this is good for the visage of globalization. Anyway, this is good.

Btw, "beats their people into submission" is certainly by far an understatement.  Not to mention all the corruption and in general shittiness of the Chinese govt.
