If the world became smart overnight

90% of it's population would realize how useless they are, and how, their not being there, would benefit the condition of the world, and kill themselves.

Then the remaining inhabitants would agree to breed once each life-time, every 40 years.

You have no idea what smart means... People don't magically change if they get smarter and typically wise men are very cynical "bastards" who have their own goals which they pursue and could care less of world. That's what you became when you read a lot and get more wisdom. Idealism fades away, depression fades away there is only your desire and you see what this world truly can offer to you.
