Anime represents the caucasian ideal of wide eyes and hair that is not always black.  Japan sees this as the ideal human being, free of blemishes and old age.  The other races do not represent this ideal.

Japanese anime is derived from american animation and the tradition of big cute eyes and colourful eye and hair stuck. I don't think it is self-hate, all the serious animes have yellow skin and slightly rounders than normal brown eyes.

And it is actually self-hate. The japenese praise Whiter Skin (ALA european) as a beuty mark. Unless they're those nigger Ganguro w/e's, in which case they try to look like "A cali girl" except they over do it, and they're ugly.
