Whirled Government?

How would a government function better if it was "whirled" periodically?  Say, every month it would change the location of its capital, change its political leaders, change its form of government, change its ruler.  It would be like anarchy, but more fun and predictable.

Isn't that called democracy? 8 year term limits on presidents, constant elections with congressmen, so on?
