There's a loophole in Greek building codes that says you don't owe property taxes until the house is incomplete, so millions of Greek houses are deliberately left incomplete so they never pay any property taxes.

The general greek mentality is like the general Mexican and black  mentality in America: they really do believe the government owes them housing, food, and benefits for a life of sloth and laziness
