Not really surprised. I guess this is being done from pressure from the overly moralistic crowd (half of Washington's politicians) from the US to get Japan to have laws on the books on such content.
Oddly enough, there was a Supreme Court ruling that restricting content like this, even if it depicts sexual relations with a minor (lolicon) violates the First Amendment.
It shows that there are some major people coming together to oppose this bill. Hopefully they are heard by those bastards in Tokyo.

I don't get why people would have to dictate what Japan culture should be like. They allow bestiality and it's mostly illegal everywhere, it's their culture, leave it alone I have to say.

The laws in Japan aren't simply "dictated by American tastes". Depending what Party is in power in the United States those "tastes" can take a 180 degree turn. Also laws just like in any republic are required to be approved by a legislature in this case the Diet of Japan which composes of a lower House of Representatives and an upper House of Councillors.
