This just in. Wikipedia has decided to regulate itself like the military. It will have Lutenants, cernals, generals, etc., and it will march off to fight for NPOV, truth, justice, and the Wikipedian way! (That is to say, mobocracy and cabalocracy will rule with an iron fist)

It's true though that English Wikipedia looks utterly complicated to an outsider, and many times even an insider. Growth is a hard thing to cope with.
