Also, can't compete culturally? You got that right - whitey's offering no competition. All the influential musical movements of the 20th century - blues, jazz, RnB, Rock&Roll, soul, psychedelia, rock, Motown, funk, disco, hip-hop - were either started by black guys or heavily reliant upon their influence. A disproportionate number of the greatest musicians in popular music are black. The only arena in which white folk still dominate is Nashville and art music. The first is an aftereffect of slavery; the second has managed to turn creative freedom into a new form of stagnation.
What new genres have the white folk turned out in the past hundred years without the omnipresent influence of the blacks? Let's see...Minimalism. Musique Concrete. Twelve-tone...that's more 19th century but it's close...chance music, whether Aleatory or Stockhausen...what else...nup. No idea.
There have been a couple of good composers making music largely independent of black influences. Sort of. Messiaen sounds like he's channelling Copeland through Schoenberg, but Copeland was basically white-influenced, I think...Really, in my opinion Shostakovich was the last truly great Classical Composer. Everyone else from there on in is going to be 'tainted' by the unparalleled cultural dominance of the "Negro."
Really, that "Voice Of Dissent" blog you pulled that article from is about 80 years out of date. Eugenics was all the rage back in the 20's - after WWII, people started listening to geneticists about how little difference there actually was in the code.
In reality, the "Negro race" in America has a lot of problems right now. But then, interracial marriage was banned in 15 states before 1967, for "health reasons" I'm sure. (Let's just disregard the evolutionary biologists and all tribal cultures who believe that women from elsewhere make for stronger blood.) But the really amazing thing is that, culturally, the Negro is supreme. You may be of the opinion that the race's contribution is a corruption, not an addition. You wouldn't be alone, either. The conservative in Europe thought the waltz was indecent and lowered the tone of dance. They thought Strauss's music, like the "Blue Danube," was corrupting. Listen to the Blue Danube sometime and see if you find its beat a corrupting influence.
Fact is, an oppressed and discriminated-against class has defined the musical direction of this century. Even now, we look to them for guidance. This is unprecedented in the history of the world.
Culturally, I'd say the Negro is doing pretty well for himself. Better than the white imitaters and refiners in his shadow, anyway.
