flag burning is illegal in most places, it's a sign of direct hostility against a state. Demonstrate, complain, be interviewed, do marches, write letters, do signature collections, run for parliament, make ads, write articles in newspapers, all those things are legal ways of complaining and using your free speech, burning flags, buildings, vandalizing things, etc. is not.
