What was that depressing whistle song

I'm pretty sure it was on a UK mobile phone advert in the 90s or something.

I have no idea how to describe it other than it's a depressing whistling song.

I appreciate all the help but these are all wrong. I might have to record my own whistling and post it. It's a pretty distinct tune.
