The Americans they refer to as "stupid" are certainly deserving of the title. As for NASA's achievements and scientific achievements in general, they generally praise that, or at least the ones I'm aware of that have. Of course you have to remember we've had help in that arena, though (Wernher von Braun, Operation Paperclip, defectors from the Soviet Union who were working on scientific advancements over there, ect.).
