A particular power the police have is to artificially build a history on people threw getting people to do things to a targeted individual that causes them to loose there head and get angry. They can actually use disinformation and keep the target in a situation that judges and other cops will be misled and if the disinformation fits the characteristics of the target and make the target susceptible to arrest from lies becouase it fits there given artificial history. They think he did it before and did it again. basically they refuse to arrest the criminal and only arrest the victim. If they get access to school history they can make it add up more.
there's another detail, it works best if they under report what happens to the victim.
