1.Now to combat terrorism of this nature its more then constitutional to use modded lasers to burn out the retina in there eyes, this can be done for less then $20 and can be done outside of view.

3. now sometimes in the war agents terrorism you may have to use a laser on a fully auto semi truck, it all depends on various factors, for instance it has to be strategic and the truck must be corporate owned.
for taking down terror funded organizations working with them under secret fed funding and contracts.
Now DDOS and even just a phone can bring them down. anonymous phones can be achieved threw a plethora of methods, blackmail bribe etc. this requires simply a inside job where someone connects and incoming line to and out going line in a business establishment with its own internal phone network.
