So how hard would it be to bypass phone systems to make calls coming from the white house declaring war, then have people walk up with some fake ID and forged signatures on some declaration of war papers from the USA. all at once to 20 countries?

If the US isent a valid country but recognized as a valid country with valid states, whats stopping hackers from doing it?
