So how hard would it be to bypass phone systems to make calls coming from the white house declaring war, then have people walk up with some fake ID and forged signatures on some declaration of war papers from the USA. all at once to 20 countries?

All you have to do is tell congress that some niggers were killed in or near those 20 countries.
