If you've chosen a major that doesn't greatly increase your ability to get a decent-paying job, it's kind of your fault if you can't find a job. Assuming all these idiots wasted is time, it's not a big deal if they have to spend more to get a better degree or do something else. The problem is that, more often than not, they've managed to rack up quite a bit of debt by the time they earn their degree.
Personally, I think that the amount of student loans one can get should depend on expected income with such a degree. In other words, if you can't pay up front for a useless degree (or show that in your case it wouldn't be useless), you ain't getting one.
