The document she altered was the recommendation from CIDA (canadian International development agency) that the funding for Kairos (an aid group funded by many many churches) be continued. Kairos has been working overseas and getting government funding for 36 years. CIDA had analyzed its projects and said it continued to do effective work and recommended to Bev Oda that the 7 million dollar funding be approved. (Kairos has a very good web site that outlines the projects they have been doing for the last 36 years). Then Bev Oda announced that the funding for Kairos would be cancelled based on the recommendation of CIDA. Jason Kenney, the Immigration minister went to Isreal and proudly announced that the Canadian government was fighting anti semitism and had just cut the funds to an organization called Kairos that had given money to a Palestinian civil rights group. The Conservatives have been very active in trying to woo the Canadian Jewish Congress since they are a very wealthy and well connected lobby group. This all happened last year and Kairos has had to drasticly cut back programs overseas. But someone applied under the freedom of information act to find out why their funding was cut. When they got the documents they saw that the CIDA recommendation to fund Kairos had had the word "Not" inserted . This had happened after it had been handed to Bev Oda.
