Long hair is restricting in terms of what physical tasks are easily done. Girls customarily have domestic tasks while boys have territorial tasks. When men are more domestic in their work, they have more reason to wear makeup and other girl things.
So why is "clean cut" associated with office work?

The negro bushmen have brittle hair that breaks off if I remember correctly. I could look it up to verify, but I can't be bothered. Anyway, longer hair could be useful in colder places or to drag your new wife to your cave.
